I only just got this "annual fee" for the first time on July 2, 2018 and have never seen it before. I was never informed that my USAA Secured Platinum Visa even had any kind of fee at all.
Same as what OP says. USAA charges no annual fee for credit cards, so I have to assume that this mysterious charge is a scam.
