This is a verification charge from PayPal. When you add a new credit card to your PayPal account, you have the option to verify it. PayPal makes a small charge (mine was $2.45) and the four digits in the charge are the verification code -- e.g., in "PP*1234CODE" the verification code is 1234. When you next login to PayPal, you'll be reminded to verify your credit card by entering the four digit code. Once verified, PayPal refunds the charge to your credit card.
