I believe that this is the charge that appears when you use your credit card to pay for parking at the First Avenue garage in downtown Pittsburgh, PA. This garage is managed by the Pittsburgh Parking Authority (PPA).
I just applied for a Parking Permit and this charge showed up. Relative to what was shared previously, I think this is PPA confirming my credit card.
