This charge was from a dinner I paid for at Kansai International Airport, Osaka, Japan. It was a Japanese Style Restaurant, 3rd floor, called Margarita Kitchen or there about in Japanese Katakana phonetics.
It applies to many of restaurants in Kansai Internationa Airport with their credit card vendor name. Another sushi restaurant in KIA also shows the same name. IPPAN means "general" so may mean general tenants in KIA.
I brought stuff from Uniqlo at the airport and saw this on my statement.
