NH is the National Harbor. The NH M Garage is the parking garage at the National Harbor. You have to pay with the credit card to validate your ticket to leave. Forest Heights is where the billing company is that runs the parking garages. Basically, if you went to the Nat'l Harbor it is likely a legitimate charge.
