I had the same issue. I found this online at http://www.pittsburghparking.com/contact Pittsburgh Parking Authority 232 Boulevard of the Allies Pittsburgh, PA 15222 Phone: 412-560-7275 Fax: 412-560-7200 When I called the number they said their name was the Public Parking Authority of Pittsburgh, which is mentioned also at their website.
Parked in the garage at the PPG building for the ice skating rink. $8 for two hours was a legitimate charge.
