This may be a charge for visiting Qumran park

Rashot Aganim or Rashot Haganim is Israel's Nature and Parks Authority. Haganim means "the parks". Rashot is "authority". If you visited an archaeological site like Qumran, Masada, Sepphoris or any of the many others, this is charge.
